This document gives general guidelines for web developers and content authors who are searching for directions to help create sites for the mobile web.
While this document clearly appreciates that mobile development poses extra challenges to authors (as compared to the traditional WWW) and encourages developers to explore techniques to deliver content in context-sensitive manners (adaptation), the objective of the document is to explain how to get the best user-experience out of a (potentially static) XHTML-MP 1.0 page.
This one-size-fits-all approach is sometimes referred to as Least Common Denominator (LCD). While content adaptation is more likely to provide a better user-experience than LCD, it is recognized that some developers/authors may not be using adaptation for a variety of reasons.
